They have the specs and areas and even the states now who normally bids and it is not rocket science n how much rebar and concrete you need in a mile of 4 lane road or to maintain a bridge or replace. Is the hold up that they haven’t even put the contracts out for bid yet and if it is someone better get on the ball or is the hold up on creating companies or whose friend to get the bid to?

In my opinion Bush wants an "orderly" bankruptcy, because that means is he will fund the bridge loan needed to go into bankruptcy. Just another move drugs without a prescription against labor. Why, well bankruptcy makes all contracts null and void including those with the UAW. Also ant retirement obligations for past employees is now gone.
